Irrigation Water Update


The water will be shut off at Collins Lake in the afternoon on Friday, December 9th. Leaving the water on until Friday should allow all customers in the Collins Lake service area at least one full day of water to replenish stock water or use the water as needed. If the water has not yet reached your property and you intend to use it, please call the District office at (530) 743-5703.


December 1, 2011

BVID Notice: starting Monday, December 5, 2011, the District will turn on the water for a short time.


To provide some relief from the lack of precipitation this year, BVID will release a shot of water from Collins Lake to the District’s customers starting Monday, December 5 and ending when water reaches the end of the system. Please note that there is at least a two day lag between when the water is turned on and when the water reaches the end of the system. Because of the lag in the system, not everyone will get water at the same time. Basically the farther your property/service is from Collins Lake the longer it takes for the water to arrive.

Please keep in mind this is a special circumstance and the shot of water is intended to help hold customers over until the rains arrive.

End of 2011 Irrigation Season Update


The irrigation water was turned off at Collins Lake this morning around 9:30. It may take some time for the system to drain, so depending on your location in the District, you may not notice a change until later this afternoon or this evening.

2011 Irrigation season to end and water to be shut off Thursday, November 3, or Friday, November 4


The end of the BVID 2011 Irrigation Season is approaching. Please note that at the end of this week, either Thursday, November 3, or Friday, November 4, the irrigation system will be shut off ending all water deliveries for the season. It will be shut off Thursday if it rains, and on Friday regardless of rain. Please take the remaining time that the water is on to fill stock tanks and make any other end of irrigation season adjustments that you need to make.

The end of the irrigation season is based on the weather. With temperatures beginning to dip, forecasts predicting several showers in the next couple weeks, and the District’s goal of not wasting water, this is the time to shutdown the system and conserve what we can for next year. For those concerned with long periods of no rain, please recall that in the past few years when the system was off and we have experienced extended dry spells, the District has released some water to help offset the lack of rain.

Notice Regarding November and December Regular Board Meetings


The Board meeting schedule for November and December 2011 will be adjusted to the following dates:

The November 24th as well as the December 22rd Regular Board Meetings have been cancelled.

The November 10th Regular Board Meeting has been rescheduled to November 16th

and

The December 8th Regular Board meeting has been rescheduled to December 14th

Irrigation Season Update


The District has not yet set a date to end the 2011 irrigation season. A date has not been set because of the various weather forecasts, which are predicting continued sunny weather much like that we have experienced for the past week.

Once a Date is set, it will be posted here and on bulletin boards throughout the District. Any updates other than a shutoff date will only be posted here on the website.

Date to End 2011 Irrigation Season Not Yet Set


Browns Valley Irrigation District has not yet set a date to end the irrigation season. While the short term forecast predicts about an inch of precipitation over the next two or three days, the long term forecast predicts temperatures in the 70 degree range by the end of the week and in the 80 degree range next week. Due to the warmer temperatures expected after the rain, the District will continue its irrigation water deliveries to prevent drying between precipitation events.

Once BVID sets a date to end the 2011 irrigation season, District staff will post a notice on the website, and on notice boards throughout the District.

NOTICE OF WATER OUTAGE


Beginning September 5, 2011, the District will stop all water deliveries in the Collins Lake Service Area
to measure the reduction of flows in Dry Creek. Water deliveries will resume sometime on September 8, 2011 with the system fully restored within a few days.

This outage is required for BVID to document for the State Water Resources Control Board the amount of return flows that the District is authorized to recapture. In order to minimize any negative impacts to its customers, BVID has scheduled this outage as late as possible in the irrigation season. However, BVID regrets any inconvenience that this outage may impose on your irrigation program.

Irrigation Water Expected to be Available to Customers
Monday, April 18th

The District will start the water distribution system at the end of this week, probably Friday the 15th. “Started” is the key word here. Unlike electricity that is on as soon as you turn on the switch, water takes time to flow through the length of the delivery system (think in terms of days, not hours). This means that depending on where you are along a pipeline or ditch the water may not get to you before Monday the 18th. If you don’t have water on Monday the 18th please call the District office at 530-743-5703.

Unfortunately, we are not able to turn the system on any sooner as we are in the middle of some repairs (two on the ditch that serve your pipeline) that we could not get to until it dried out a bit (access issues), and have to be done while water is not in the ditch.

2011 Water Service Rates Set

At the March 14, 2011, Special Water Service Rates Board Meeting, the Board adopted a water rate increase for the 2011 irrigation season. The 2011 water rates are as follows:

In District
Administration Charge – $150.00
Unit rate - $85.00
Acre-Foot - $15.00
Redhill East Maintenance Assessment - $105.00


Out of District
Administration Charge - $150.00
In-Lieu Tax Charge - $118.00
Per Unit - $180.00
Per Acre Foot - $20.80


The Board decided not to adopt the proposed maximum increases for either 2012 or 2013 as proposed in the Notice of Public Hearing mailed to customers in February, a copy of the notice is posted directly below this posting. In total, the District received 12 letters in protest of the proposed rate change and there was a good public turnout at the meeting, every chair was filled.

now that the 2011 water rates are set, bills for the irrigation season will be prepared and mailed to our current customers. We expected to have all the bills in the mail by the 1st of April.

Browns Valley Irrigation District Notice of Public Hearing

The Browns Valley Irrigation District Board of Directors will hold a public hearing on March 14, 2011 at 5:00 p.m. at the District’s administrative office located at 9370 Browns Valley School Road, Browns Valley, California. During the public hearing the Board will receive comments on a proposal to increase water rates for customers receiving water service from the District and consider raising rates and charges as shown below.

An increase in water rates is necessary for the District to cover operating and maintenance costs, debt service obligations, and capital improvement needs. It is proposed that the current administrative charge for water service during the summer irrigation season be increased from $140 to $150. The water usage rates are proposed to increase from the current rate of $14.29 per acre-foot and $81 Unit to $15.00 per acre-foot and $85.00 per Unit. In addition, the Redhill East maintenance charge is proposed to increase from the current rate of $100 to $105.

If adopted, the proposed water rate increase will become effective with the beginning of the 2011 irrigation season. Revenues will be used for the purpose of providing water service to the District’s irrigation customers. The Board reserves the right to adopt the rates and charges as shown below or to adopt lower rates and charges.

All interested parties are invited to attend the public hearing and express opinions or submit evidence for or against the proposal outlined above. The owner(s) of record of a parcel or parcels subject to proposed water rates and tenants or agents that are directly responsible for paying water service charges on a parcel or parcels may protest the proposed rate change by filing a written protest with the District’s General Manager before the close of the public hearing. A written protest must contain a description of the parcel or parcels in which the party signing the protest has an interest, sufficient to identify the parcel(s). If a landowner signing the protest is not shown on the last equalized assessment roll of Yuba County as the owner of the parcel(s), the protest must contain, or be accompanied by, written evidence that the party filing the protest is the owner of the parcel(s). Only one protest per parcel will be counted. Protests regarding the proposed rate changes may be mailed to: Browns Valley Irrigation District, P.O. Box 6, Browns Valley, CA 95918 or delivered to the District’s Administrative Office at 9370 Browns Valley School Road.

Irrigation Water Turned On February 1st through 4th

Due to a unique set of hydrologic conditions, we will be running the BVID irrigation system Tuesday through Friday next week (February 1st - 4th). This is not to be construed as an event that will become a regular thing. We are able to supply a bit of water to the District at this time due to a unique set of conditions; 1) Early rains allowed Collins Lake to fill much earlier than it has in a very long time. 2) Even though it has not rained in the last few weeks, Collins Lake remains full, but needs to be drawn down (just a bit) to allow room to store water from the next storm and, 3) the water released, but not spilled, can be run through the District’s hydroelectric generator to create additional revenue for the District.

If you do not have water by Wednesday of next week, give us a call.

History Presentation at BVID Board Meeting on January 13, 2011

BVID, founded in 1888, is one of the oldest continually operating irrigation districts in California. The project began in 1890 and was completed 1892. To record the history of the BVID during those early years, we ask for your input and support with old photos, maps, letters, family keepsakes and documents. Any information you can share is appreciated.

Dale Johnson, retired PG& E historian, will present the history of PG&E and BVID. He will tell how PG&E maintained the early ditch systems, powerhouses, and water entitlement. If you are interested in learning more about local history and BVID please plan to attend.
